When it comes to knives, nearly every brand has "levels" of quality. Expect Costco items to be the lowest level unless it is clear otherwise. I think this is the cheapest brand of knives they carry as I recall.
Not the same knife block, not the same knives included and the Crate and Barrel knives are made in Germany where the Costco knives are made who knows where (likely China) with "German Stainless Steel".
If you follow knives, where they are made matters a lot in terms of quality and longevity. You have to pay very close attention to the details as they are always trying to fool you.
Costco has the same user rating on another German Stainless Steel knife set--this one for $79.99 and under the brand of J.A. Henckels. It drops the steak knife set which is included in the OP's set to boost the piece count for a pair of scissors (very useful) and another knife in a smaller knife block (saving counter space).

We went away tradition block because it's hard to see whether inside is clean or not. I dry my knife before putting it back but I have seen people have knife block that has mold inside.
This set is basic cooking knife plus 6 steak knives.
They also have the Forged set on sale for 59.97. I actually bought a Forged set for my parents as gift.
