Reference? If anything, it's more likely the higher clock memory is b-die than the lower speed one.

In my experience's you can ignore the advertised cas latency, I have always been able to run lower then advertised when setting timings manually.

In my experience, the overclocking potential is largely decided by the die type, which is usually indicated by the cl... b-die is usually less then 16 : -)
