I have never purchased a power steering pump or alternator that didn't come with a pulley....

Unfortunately on my 1995 Chevy truck, you must remove the pulley in order to access the mounting bolts to remove the pump. This is an issue on several models. Would've been easy to solve by adding holes to the pulley, but cost a little more for Chevy. Serviceability clearly wasn't a consideration. So even though a new pump comes with a pulley, you still need the tool just to install the pump. Ridiculous.

I've never kept a loaner more than a week, but you are permitted to keep them up to 45 days. I've also never encountered a situation where a loaner tool was OOS. Try another location.
