Newegg is selling the 32" 1440p QHD Westinghouse 144 Hz monitor for $229.99 + $4.99 shipping. Brand X and maybe one of the bottom of the barrel 1440p 144 Hz Freesync monitors, but one of the lower prices I've seen for one at 32".

Honestly I would rather spend the few extra bucks and go with this one from a quality manufacturer. That is a good price for the specs but reviews seems to be pretty hit or miss.

Is there any difference in the panels besides the brand?
Depends on the user honestly.
People go nuts over IPS since it's the most color accurate and is common place for high accuracy photo editing. However it usually has slower response time, which brings in the TN panel.
TN panels usually aren't as pretty and don't have as good of viewing angles. They are however the faster of the two; two monitors with the same specs will cost double for the IPS over the TN panel version. 144hz 1ms response time with 2K is gonna run you hard for IPS where I got a nice Dell with a glossed TN panel (one of the best I've seen, albeit TN) with those specs for $350. IPS usually just isn't as fast for the price, usually hitting the 8m/s response time range for the same price as 1 m/s on a TN. (unless you've got yourself a good deal or something)
VA panels are typically somewhere in the middle. Better blacks and viewing angles than TN, but the color contrast and accuracy is going to be under the IPS panel.
If you're gaming on a budget you usually go for TN with sub 3-5m/s , or a softer spec'd IPS panel. If youre editing photos, go for the most color accurate IPS you can find. VA varies but is nice haha!
Anyways I may have repeated myself there but that's a broad summary imho.
