If you plan to keep the laptop for like 3+ years then I understand wanting more just in case. It does hurt SSD endurance as it uses nvme as swap. I'd rather use that money to upgrade storage space. It also depends on how much you trust apple's nvme endurance rating.
Edit: I just wanted to clarify that I'm saying using 16gb of ram is fine, but it's also okay to get more if you know you'll be targeting 16+ gb of ram usage for write/read heavy swap like VMs/have the money for it. For most people, 16gb is fine and isn't as restrictive as most think.
