You can choose to store your footage locally using sync module 2. You are not obligated to use their cloud service.
Reviews state the blink sync module is still connect to cloud because you need to login to your blink account to access your videos. Allegedly sync module syncs with Amazon servers once a day to download your videos onto the connected usb.

I pre ordered this and do not have to pay for the cloud service. I already had 1 blink cam with the sync module and I still pay no monthly fees and can access the video clips in the app.
