If these are flat out purchased, with no contract or new line required, one can simply pay to have it unlocked right?
You can't just walk up to the kiosk, pay the flat amount, and walk out the store with the phone.
You do have to have an existing Verizon account, and initially be on one of those zero interest payment plans, but once it hits your account you can pay it off in full, and then 60 days later you can transfer it to another service and have it unlocked.
