I'm not a big fan of the low-end Pavilions but at least it has a SSD. I wouldn't buy a new PC with a HDD unless I planned to replace it with a SSD immediately.

It also has 11th gen i5 which scores up to 20% better than 10th gen on benchmarks, and 12gb of ram. Definitely seems worth the extra $29.
The HP looks like a better deal to me.

Kind of comparing apples to oranges if you are looking for a smaller form factor pc like I am. I agree the HP's processor is superior. I went with this Dell and will be adding a 256gb M2 to use as the boot drive for $38 from Newegg. The 1TB will come in handy; either way you are needing to add another HDD to either system. I also picked up a 16gb ddr4 stick for $48.

I wouldn't say I'm the one comparing apples to oranges, but most people aren't looking for less performance to prioritize a smaller box.
I'm comparing the specs and price of two different office computers. You're talking about adding $86 worth of parts and reinstalling windows on a new boot drive and comparing it to the other one without modifications. You could probably just add a 2tb hdd to the other for like $45, and then what you have is $13 higher cost and more effort, for 4gb more ram, half the hdd space, and up to 20% less cpu performance in a box that 3 inches thinner. If that's exactly what you're needing, absolutely go for it.
EDIT: I didn't mean for that to come off as snarky as it might sound. I do think that your upgrades aren't something most people would be willing to do on this box, but it's not a bad value build. And honestly, I didn't notice before your post that it was small form factor, or consider that this was an important feature for some. For typical office use, I'm also not sure how noticeable the cpu difference might typically be.
