As long as you Pay using your PayPal account on the $5+, then you should qualify.
The $5 PayPal applies to your account can be spend anywhere else
But it has to be your FIRST ORDER, if you've paid using PayPal on GooglePlay you won't qualify

Same here. After a day of not receiving any notification, I chatted with PayPal and they posted a $5 courtesy credit to my account same day. BTW, I purchased an ebook as the offer is not limited to apps.
Edit: Don't see a way to buy gift cards but can buy Google Play credit for my account.
Lol: Can only buy GPlay credit with a credit or debit card. Not PayPal.
And there seems to be some gift card apps so I imagine one could download and see if Google Play is offered as a payment option.
