You cannot keep these in an emergency kit and forget them, unless you also keep lighter fluid in the kit as well. The lighters will dry out and won't work when you need them. You are much better off putting disposable Bic lighters in the emergency kit.

Are these just the shell or do they include the insert ( soft flame ) ? Amazon keeps recommending the single/dual insert so I'm a bit confused..

If you need to start a camp fire, then sure. If you just need to apply heat to something (like Zippo-fuel handwarmers inside your car) then a ferro rod won't do you much good at all.

For those looking to show patriotism, just a reminder that wrapping your lighter in a flag is quite the opposite of actually respecting the flag. I learned this stuff in Boy Scouts a long time ago.

Here is a rechargeable plasma insert for those who'd rather not deal with refills. Mind you this was just on sale for like $5-6 less. It's a neat little device for Zippo users albeit not a traditional flame.
