I haven't seen any detailed rating. Harman kardon is a good brand but after you seeing jbl sold at Marshall's for 5 bucks. You doubt.

This seems like a great price. There is another deal direct from Harman for $100 for same model but this appears to be their official ebay store and items are brand new or at least the page says so. Free returns etc. Risk seems low.

Likely because these don't even compare to a newer Sony or any of the QC models. There's a reason they're $60 here and $100 elsewhere

Be careful on any deal from Harmon Kardon. Used to be a great company with innovative tech, but after Samsung acquired them, the quality and tech has taken a hit.
