YMMV amazon 25 off 50 business coupon. No business account required

Randomly saw a coupon for one of my amazon accounts. 25 off 50 for amazon.com sold items. Says something about business account, but no business account required. Also stacked with my amex promo with membership rewards points. Another account I used did not have the offer. I'm not sure what's the trigger, but I happened to be searching for network switches, though once I clicked the redeem icon for the offer on the product info, it showed on all amazon.com sold items.

I was logged into my business account but got the yellow alert triangle saying not eligible with no other explanation.
