I agree with them being a bit stiff when cold. But such is with most all SJTW cords. Maybe you have noticed that once you start pulling some decent power, they do warm up a little and become a touch more limber.
To jump up to a much more pliable EPDM jacket is expensive.

Ya when I coil the cord up when I unplug my trucks it's about 25 percent more pliable. Not a huge amt
That PVC outside is really noticeable on what I call junk jumper cables. Once you start drawing some amps, they go from too stiff to unwind to as limber as a rope. Years ago, they had rubber and then went to EPDM that more or less the same, is wonderful in sub zero weather.

I've got a couple other blue jacked southwire cables that are very flexible no matter the weather. I'm guessing they are of better material. I use them for more strenuous colder applications.
