Seems like a deal in 2022 to me.
Since the January 2021, we've had a semiconductor shortage, a crypto boom, and not the mention this CPU didn't come out until March 2021 but eh....

Depends on your use case / what games you play. I had a 3 gb 1060 in the past and eventually ran into memory issues holding me back for newer games. I'd consider that plus what resolution /refresh rate you want to run your games at.
Also, I find if you wait a while to play a game the system requirements seem to go down / performance goes up (dramatically) as the game and the GPU gets patched several times, improving performance on mid to lower tiered hardware. I could be crazy.

They definitely do get more optimized over time. If I were in your shoes (I was in your shoes early last year. Wanted but didn't need a new comp) I'd just wait for a better deal on a better card. I ended up getting a prebuilt with a 3060ti for around 1k last year and it blew my mind vs the 3gb 1060. If you're not having issues with your current machine i'd wait and make a bigger jump down the line.
Considering the CPU and GPU is worth it alone, I'd say it's a pretty solid deal.

It's definitely dependent on the software you use.
In the games I play, I'm able to run some at 4K with High presets on a 1660Ti, whereas the 1060 could barely do 1080 at Medium.
But also note that a lot of games getting ported and cross releases are starting to show some bottlenecking with a mediocre CPU. Since you can actually get a CPU at a reasonable price these days, I'd focus on that and wait for the GPU market to catch up if you're not ready for an entirely new system.
And to be fair, this isn't that great of a deal, considering I paid $700 for a similar setup with a 1660Ti three years ago.
