Fuel tank sealer is a kit you can purchase that prevents rusting in fuel tanks. A quick google/amazon search would provide you with kits under $25.
I believe the Carb model is compliant in California. I've only purchased the non-hemi just bc I haven't seen the hemi version for sale at my local store. The link below is a good forum for more info on identifying certain models

60363 = Hemi head
69730 = non hemi head
69727 = non hemi head California compliant
My local store has the 69730 and 69727. I think I may get the 69730 as it's supposed to have the adjustable idle. Which would give me higher RPMs if I want.
