Insurance companies are permitted to establish a network and require you to purchase from within that network. If you purchase outside of the network, they only have to reimburse $12 per kit.

If you purchase an over-the-counter COVID-19 test from a pharmacy, store, or online retailer and are charged for your test, keep your receipt and submit a claim to your insurance company for reimbursement. If your plan has not set up a network of preferred stores, pharmacies, and online retailers at which you can obtain a test with no out-of-pocket expense, you will be reimbursed the amount of the cost of the test. For example, if you buy a two-pack of tests for $34, the plan or insurer would reimburse $34.

If your plan has set up a network of preferred stores, pharmacies, and online retailers at which you can obtain a test with no out-of-pocket expense, you can still obtain tests from other retailers if you buy them outside of that network. Your plan is required to reimburse you at a rate of up to $12 per individual test (or the cost of the test, if less than $12). Save your receipt(s) to submit to your plan for reimbursement at a rate of at least $12 per individual test (or the cost of the test, if less than $12).
You can order free tests here: covidtests.gov (but don't expect to receive them super-fast as they set up the system, and they're going to be overwhelmed initially).

Medicare covers at no charge Covid-19 testing done in a lab when ordered by a medical professional. [This means home tests are not covered by Medicare.]
Those enrolled in Medicare Advantage plans should check with their insurers to see if the costs of the home tests will be covered.

Medicaid and the Children's Health Insurance Program, known as CHIP, already cover home tests with no cost-sharing.

The tests won't be subject to copays or deductibles.

There are a lot of "home tests" which require you to mail the sample in to the lab. This means it's going to days at least a couple of days, or longer, to get your results. If that timeline doesn't work for you, pay attention to what test you order.
If you're flying internationally, a home test likely won't meet any requirement for covid testing.

You're supposed to file a claim for reimbursement with your insurer. The pharmacy / online retailer will not be doing this for you.

The only option to bypass paying for a kit is to wait until Wednesday when the government opens up their site, but expect slowdowns or crashes as I expect everyone is going to be trying to sign up in the early hours.

I don't know. Maybe you live with others that are immunocompromised, sick, elderly, too young for vaccines... Maybe you want to make sure you're not carrying it because you don't want to expose loved ones to it? It's not only about you.

Also, your insurer has the option of making them available through a preferred pharmacy/store. In that case, you'll be able to have them paid for in full or purchase them elsewhere and get $12 reimbursed. For the process of reimbursement, a 2 pack is considered 1 test.

Edit: They are required to reimburse full price if they don't have a preferred pharmacy/store set up

Interesting…my insurance is stating a 2-pack will get $24 reimbursement.

Everything I've read, including a document from Health and Human Services, says each test counts as 1. So a 2 pack counts as 2 tests.

This makes sense otherwise people could buy and get reimbursed for 8 5-packs per month instead of only 8 tests, as Health and Human Services intends. The $12 reimbursement limit only applies to insurance companies that provide a "preferred" pharmacy network where tests are free so all other insurance companies would be on the hook for 8 5-packs per month or whatever the largest pack people can find is.
