First I applied DPA10 code (Dell Financing). It doesn't show at first, but proceed all the way to the end (must use finance option). Instead of clicking on Submit Order, go back to cart. 10% will be applied.
Then sign up for Dell email. You will get another code for 10% that stacks.

Did you start a new account? I went right to the final screen, hit the back button, and the DPA10 didn't show up. I was logged into my existing account so I'm wondering of the DPA10 code is for new customers.
EDIT: DPA10 seems to only work if you apply for financing. Boo. I thought about stacking AMEX Business Plat's $200 dell credit to bring it < $1,000.

You have to have Dell Financing as one of the payment in order for DPA10 to work.
I ended up splitting payments.
Dell Financing ~$48
Amex Plat Biz ~$140 (remaining Dell credit)
Amex CC ~$1,100
Total ends up being $1,140 after tax out of pocket. Not as good as the HP "deal" but this one isn't a fantasy.
