I have never found an off brand that came anywhere close to its stated capacity. Try the name brands and hope for the best. You can use an USB power meter to test them.
I use one with usbc that is PD capable so I can also check the PD power rating and it drains the battery faster so my test is done faster.
And he did a tear down of one that looks just like this one... and besides it being MUCH lower power it was full of fake batteries that were filled with sand and he had another model the had a bunch of steal inside to give it some weight.
