When they say dual driver. Does that mean one in each ear?
Two in each ear. Without looking at specs, it will usually be one driver tuned to produce the mid range and bass, and another specifically for the highs.

I see Westone promoted a lot on this site but I've never seen anyone with credibility recommend them over similarly priced ChiFi IEMs. Not to say these are bad but ChiFi IEMs are in another ballpark in recent years (and growing).

I have their W40s. Great IEMs. They have their own Westone house sound with a slight V shape (boosted low end and high end compared to mid). I like it and would highly recommend them, if you like V-shape. If you prefer the flat response, then these are not for you.
Also to note that these IEMs use balanced armature drivers and not dynamics ones.
Also regarding their naming: the number following W refers to number of drivers on each side.

From looking at the FR of them they appear to be pretty dark headphones as a whole. Are they all multiple BA drivers or hybrids, tribrids?

The Moondrop Aria are better, and cheaper.
