I have the same experience. I had a hoover steamvac before that was cheap but worked well. After much abuse and use it finally died (too much stuff kept breaking to keep patching it back together).
Thought I was upgrading when I bought this as it's replacement as the dual vertical brushes seemed to be a better idea.
It wasn't. Like you said it sucks up only a small fraction of what is put out. My old one would suck up probably 3/4ths of what it sprayed out.
