Do not buy this if you need a system soon. Otherwise, a
very good deal on an extremely-fast CPU. This office PC will last 5+ years no problem for normal usage.
The i5-12400 is very comparable to the Intel i7-11700 / AMD 5600X in
both single and multi-core performance. At $499, it's a steal for this kind of longevity in performance.

The i5-12400's power consumption in particular is not that much compared to the higher Alder Lake models. It's around the Ryzen 5 5600X or less.
The problem you'll run into is that this is not a gaming PC, not particularly upgradeable, and probably more expensive than what you need for an office PC.
