The ca$h bakc site that has 10% specifically lists one of the exclusions "Dell Employee & Affiliates Purchase Program" which is what the membership part of Dell is. You would need to make your purchase on the main Dell Home part of the Dell page to get the 10%.
Just noting that the Dell link you posted is different in other ways than just having a touch screen - eg: it has a lower Ryzen 5700U CPU (this one by the op is the newer faster Ryzen 5825U).
