Overall the Ryzen is most likely better. That 15k passmark is insane.
The Dell deal is much better but without that this would have been a good deal.

I'd mostly agree except the IPS screen on the Acer is much better color-wise than the Dell. The 3xxx series notoriously cut corners on the screen. My Dad has an older dual core Ryzen 3 Acer Aspire with the same screen and it punches above its cost class.
