The game developer took Kickstarter money from a bunch of fans who wanted to see the series completed. What was delivered was a game that willingly or unintentionally learned nothing about the state of gaming since Shenmue 2 was released, and bears the hallmarks of a game made circa 2003 or so.
Much of the series' "charm" has been in the variety of diversion mini-games, such as the arcade mini-games, the forklift job, etc. But these were always strictly optional, since the level of depth on them is shallow. In Shenmue 3, the developer decided to artificially pad this game's length by making several checkpoints in the game where the player is unable to proceed until they have accrued a certain amount of money, which in effect forces the player to go play these mini-games for several hours until they have sufficient funds. It is in effect telling the player, "I don't think you've dicked around enough with the wood-chopping game yet. Go do it some more. I'll tell you when to stop."
Finally, without going into spoilers, the conclusion of this 25-30 hour game (which, again, probably would've been closer to 15 hours without padding) makes it clear that you haven't meaningfully advanced the overall Shenmue series story in any way. The fans clamored for 20 years for a series Conclusion, and the developer instead delivered a glorified Gaiden chapter.

Correct me if I'm wrong but I remember Shenmue 2 also required you to make/have money which is why I stopped playing that game. I hated the dumb mini games to earn money.
Shenmue 1 didn't require any of that. Your grandma gave you money every morning before you left the house..
It's really bad. You also need to have played the first two games, otherwise you miss a ton of the plot.
