My 12" art tablet w screen that is similar to these 22" and 15" does NOT respond to finger touch, only the pen.

No. This is a pen display for art/sculpting. It will kit respond to fingers touching it, just the stylus.
How does this compare to an older model used Wacom monitor off of eBay for a similar or slightly cheaper price (i.e. $150 or so for a 21" 4:3 aspect ratio )?
