What makes this a "deal"?
You can't use WhatsApp to call 1-800 numbers (overseas customer service, banks ect.) or landlines overseas. I used tello free international to call banks and aadvantage (American airlines Australia) to call CSR when wait time here is too long.
Tmobile's coverage map shows areas where they have roaming agreement with other providers. That applies only if you are tmobile proper, not for MVNOs using tmobile. MVNOs lets you use only tmobile's own network.

The thing I love about tello...it works internationally if your phone is connected to wifi network over there. I've used the phone like it's a local number overseas!

Isn't that just normal WiFi calling like pretty much every carrier already has? WiFi calling works all over the world

Curious, why not just use something like WhatsApp or Signal to make calls over data/Wi-Fi?

That restricts you to connect with people who should also have the same apps.
