What would I use it for? Only for when my 'check engine' light comes on? or is this one of those things that I am supposed to do regularly, as part of the maintenance of the car?
Is it only FOMO or do people really get this to check their perfectly-working-car from time to time?

More preparedness than FOMO. Eventually we will all have the check engine light come on and will need this to have any idea what it is. You can also drive if you're able to any parts house and almost all will read the code for free. I only use these when needed and that's when the check engine light is on. I have a few around the house but may upgrade to this one as it looks pretty nice reading up on it.

It's like the seller removed the coupon for the product while I was viewing it, then I clicked on it and it errored out. I guess I spent too much time researching if it has any features above and beyond what I already have and by that time the coupon was removed.
I don't need this as I have like ten scan tools and two bmw specific one but it's nice to have one plugged in and connected via Bluetooth when a check engine light shows. For $59 yeah but not $79.
