Even a $399 Steam Deck comes with 16GB DDR5, so 8GB is definitely not great if you want to use it for gaming or as a workstation.

RAM is definitely not upgradeable, which is normal for these super thin laptops. The NVME drive isn't soldered, so it can be upgraded. Though, I don't believe it has a spare slot, so you'd have to replace the existing drive and reinstall Windows.
This is an excellent laptop for its price.
Honestly, it sounds like it would be more of a side-grade. Yes, the 12th gen CPU is a bit faster, but you'd be downgrading to 8GB of RAM and less storage. The Samsung has a slightly better AMOLED screen, as well. Honestly, I think I'd rather have the Samsung, even if they were the same price.
Edit: after looking more into it, the laptop in OP would be a downgrade. The i7 in the Samsung has better single core performance, and the majority of the apps these laptops are used for are single threaded. This laptop is a downgrade in every way, aside from a little better multi-core performance, of which neither are great in, and you'd be better off with a different form factor if you really needed it.
