A couple of Energizer LED flashlights with 50% off coupons at Amazon at the moment.

The X400 rechargeable bicycle light and rear clip on light is currently $9.61 after 50% off coupon. Cheaper than it's been in the past ($10.xx?). Front light only runs for around 2 hours at 400 lumens (there's also a low mode) and rear indicators run for around 5 1/2 hours. Rechargeable with micro USB.

Energizer inspection pen light is only $7.50 after 50% off. It runs on 2x AAA batteries and has a 50 hour run time (no mention of lumens that I can see.)
I didn't order the pen light as I'd prefer to avoid more AAA flashlights, but thought someone else might be interested.
EDIT: Looks like the Energizer 950 lumen 4x AA tactical light has a 50% off coupon again, and scheduled for shipping (at the end of the month). I ordered this one previously, but Energizer had the description reading as a Hybrid rechargeable at the time. They've since changed it to AAs only. Cheaper now too at ~$8.50 with the one per account 50% off coupon.

I just ordered my 3rd bike light. My kids just turned 7&9, and we all just got new bikes. These lights have been awesome when we are riding a little too late and would otherwise be heading home in the dark. We can see our reflections bouncing off signs pretty far away so it gives me confidence that we can be seen and keeps the wife quiet that we should have been home sooner.
The red lights are either solid or blinking, and the headlight can either be BRIGHT SOLID, less bright solid, or blinking. We've always used them in blinking mode because it seems to give the best visibility. It does feel a little dorky when we all leave the playground with our blinky lights, but my kids feels like badasses when they're riding in the street and the other kids are on the sidewalk.
The free product reviews explain why Amazon keeps reminding me to review my purchases and then throws me an error.

Also a large number of free product reviews is a downer for any product. Other companies do this too and it may help sales but I wonder what the statistics say.
Thanks OP! Great find reguardless!

I've already used the bike light as a regular flashlight when I didn't have a regular one handy.

If it's truly 400 lumens, it's plenty to be seen in blinky mode. I used to think brighter is better, but I had to drive for quite some time due to injury, and came to realize when a cyclist has very bright lights that hurt my eyes, I tend to look away from them.
