Yes pretty much, that's because what a movie is shot in does not tell you how good(or bad) the PQ(& AQ) will be.
How well the movie is transferred will do that.
You can read reviews but you have to read with a grain of salt.
For me I use blu-ray as a gauge and even then unless it's in the 4.8 or higher it's a crap shoot.
These are a good example 3 of 5 are native 4k and only the last one got a good PQ transfer and the only one the got a AQ upgrade.

You have to remember all a display does is process and display what it's given.
A lot happens before it gets to the display and it all starts with the content.
