USB-C is just a way to interface many different disparate protocols and use-cases, from displaying video to high speed data transfer, to high power delivery, using everything from legacy USB to displayport and thunderbolt and PD multi-voltage negotiation charging standards.
It has ended up being the most confusing solution imaginable for the 'what cable do I need' problem with modern electronics.
