Actually the lowest standard plan is $8.99 monthly….so roughly $50 money maker if you cancel after 1 month.

Clearly listed at the top of the terms:
To earn the rebate you must make an eligible purchase at lifelock.com. To earn the rebate, you must be a Capital One credit cardholder, logged in to your account on capitalone.com or the Capital One Mobile app, and pay for a qualifying purchase using an eligible Capital One credit card.

If you return or cancel an otherwise Qualifying Offer Purchase, you are not eligible for an Account Credit.

So, where does it say you get account credit even after canceling the subscription?

The qualifying purchase is the purchase you already made. Basically, you don't get the rebate if you charge-back/refund the purchase.

How is the rebate calculated?
Rebate is calculated using the subtotal amount of your eligible purchase, which excludes taxes, shipping, credits, and other fees. A statement credit earned through this offer is in addition to any rewards regularly earned with your card. If you return or cancel an otherwise qualifying purchase, you are not eligible for a statement credit. Credits for subscription services are only awarded to new customers in their first billing period after the merchant has confirmed your payment has processed. Credits are not available on trial memberships, unless otherwise stated.

This text makes me feel like they will not necessarily provide full $60 cash back rebate on minimum $8.99 purchase.

Mom had Lifelock for a few years. After canceling, they continued to bill her for several more months. Every month she would call and complain, they would promise to refund and cease billing. Eventually, she did get all of her money back, but it was a massive hassle for her.

Wohoo I got the $60 credit two days ago. I paid 1 month of Lifelock for $9.62 with taxes. Had no problems with cancelation - I did it the same day I got the subscription on their web site.
