I'd like to have GPS tracking with cellular connection with location history.

This is not sold by Walmart. Good luck if you want to return it. I would personally avoid anything sold from 3rd party on Walmart's website.

I've read, and was told in-store upon asking, that all 3rd party Walmart purchases may be returned to the store for refund/credit.

I would not get the series 3 watch at this time. It will no longer receive updates and runs pretty slow. Maybe fringe use cases for young children but even then you shouldn't expect much longevity out of this product.

You updated your phone to iOS 16, but the Watch couldn't go to watch os 9, so communication totally broke? You wouldn't think Apple would allow people to do this accidentally. Unless you un-paired your watch first and the phone didn't know about it.

I have a Series 3 and my iPhone 13 Pro is on iOS 16. It works fine.

But like someone else said, it's not worth getting a Series 3. Mine is slow. If all you need is an activity tracker, get phone alerts, and check the time and weather, it could be a inexpensive option.

Is there a reason an AirTag wouldn't work? I know you mentioned wanting cellular but an AirTag can work without it.

Yes, AirTag will work only when there is an iPhone near by, if no iPhones near with the data connection, it won't show you the update.
