If I had the option and needed a frame-bag, I would probably opt to use one that mounts on the side of the head-tube, not the seat-tube. E.g. look at something like the Sahoo 122033. I have that one on my gravel bike and I can still fit 2x 24oz bottles (one on the downtube, one on the seat-tube).
The OP bag "might" be able to be mounted in the front like I am saying, but the "front" strap location might be too low for getting around the typ. head-tube shape. The Sahoo I referred to straps around the downtube for that exact reason.
Good quality velcro, at least that wide, will hold it fine for most mountain-biking.

That's a good point. Didn't think about the seat tube water bottle. Might not be the ideal shape but I wonder if you'd still be able to mount it closer to the front and velcro it to the head tube or front of the down tube. Just might leave a little gap between the bag and headtube if it fits and still allow you to use both bottle cages.

I doubt Velcro wrapped around like that would come off that easily. The shear strength of hook and loop is relatively strong.
