Not exactly. Its more accurate to say too many rules for what the game is, it's not hard to learn as much as a lot to learn. But Rodney Smith has a Watch It Played video for this game, no reading required. And most importantly, remember this game is about FAMILY.
Side note: The game says 2-4 players, but a lot of people enjoyed it as a solo game.
I have looked into this game but haven't played it yet. From what I recall the game actually does a great job of "feeding" new rules in the form of stunts you can do, and are only available for a few turns. In my opinion this actually lowers the difficulty while making the game feel deeper than it is.

The stunts arents the issue, that's why I commented steap is the wrong term. It's more rule overload. Different cars, stats, getting out of vehicle, jumping to another vehicle, flipping cars, end of turn movement, different scenarios, different die faces, what do Nos tokens do, etc.
Agree 100% with this. I am not a tabletop gamer, and I assumed was the reason I was so surprised at the sheer amount of rules. (Do other tabletop games usually have as many convoluted rules for very specific situations?)
Says it takes 1 hr to play a game. Took 1 hr for my wife and I to just go through the rules. Of course if you play it often, yeah, it probably gets quicker. Maybe if you weren't drinking beers (Corona, obvi) it wouldn't be so mentally taxing.

The Watch It Played - How To would have taken half that amount of time. I almost always watch Rodney explain the rules before popping open a rule book.
