USB-c chargers are pretty expensive and evolve pretty fast. Whatever they put in there will be outdated in 2-3 years.
At the same time there are quite a few less demanding USB devices - fans, clocks, watches, lights. Those would be using 5V 1A ports for years to come.

Yeah, USB-A port works with USB-A and USB-C (with a A-C cable that you probably already have a million of). No point in putting a potentially incompatible USB-C port in it if the whole thing can only do 10A and shouldn't be adding any higher amp draws on the USB sode that you'd need a USB-C port for to achieve

I'd bet that the person there is either lying, being pranked or misinterpreted some bug as being hacked.
Seriously doubt that somebody who can actually hack these from off site is just doing it to turn sombodies lights off/on to mess with them.
I've interacted with enough knuckledraggers in customer facing IT to know there's a big population of oblivious people to where you can't just take their opinion/review at face value
