Borderline, especially with spikes. Definitely cannot overclock anything and really depends on what else is being powered in your system. OuterVision psu calculator gives you a baseline and is useful, but i generally add 20% on top of whatever wattage they spit out. 750W would be more comfy for your setup me thinks.
Theres also the option of undervolting the gpu if youre adventurous enough and dont mind the possible slight performance reduction...that could help justify the 650W

6800xt would be decent actually...and is not much behind the 6900xt honestly.
