Yup, 4K Blu-Ray is absolutely higher quality, but given the choice between practicality and quality most people will choose practicality. Sure, digital versions are compressed, but most people don't have the best TV's or HT systems to be able to appreciate (or even notice) the difference. Sure, you can save a few bucks buying the physical copy, selling the disc and keeping the digital copy, but that takes extra time (and time is money). Sure, you own the disc vs "lease" the digital copy, but physical media has a practical lifespan too (when was the last time you popped in a VHS tape?) and takes up physical space in your home, however small. Speaking of popping something in, digital takes that extra step out of the equation. If our society has demonstrated anything, it's that cheaper and easier always win (quality notwithstanding). Kinda sad, but true.
