I have a no fee Amex Business card. If you pay a fee, you will probably be eligible for their good offers. I don't get the other good Amex offers like the $120 in OP. But I did get this 20% Amex offer. I would think it would be available to everyone but you have to check your Amex offers.
My Amex blue cash back every day (no fee card) had the 120 off 599+ offer. Not the 20%. Just FYI.
