Marginally. Maybe.

If you have the clearance, an ID se224xt or 214 are highly recommended budget coolers with actual pipes that work. For about ten buck
s more, the vetroo v5 has also been good reviews.

Of course, if you have clearance issues, you're getting limited to this low profile or aio systems.

IMO no. It is rated for 90W and works great with the 35W Athlon 3000G. I also have the 105W 5900X that eats up every bit of cooling I throw at it (currently a 280MM H115i with Noctua industrial 3000RPM fans).

So the rating given on the product listing is 95W TDP, and the 5900X is rated for 105W. It's worth keeping in mind that you generally want a good amount of cooling overhead above any stated minimum to really take advantage of a CPU like this. So for example I've seen good quality air coolers rated for 130W that I still wouldn't pair with the 5900X. The system will run fine enough, but you'd be constantly underperforming.

Long-story-short, not recommended. You'd likely be throttled to below base-clock, and wouldn't get much of any boost-clock performance once it gets up to temp.
