Cruise ships (and other large ships) use an UNGROUNDED system to work around this.
Instead of only one prong being live, cruise both the (live and neutral on land) wires.
The live wire carries +60 volts, and the other conducts -60 volts. The current is shaped in different phases (unphased), so the voltage potential is always 120v.
Both prongs carry a live current, and unlike a land-based circuit where only the live prong would give you a shock, both prongs can shock you on a cruise ship.
The outlets are three prongs, but the ship uses a "floating" ground, where the wiring ground is connected but not really "grounded" to the earth.
Why Surge Protectors Create Problems?
Because typical surge protectors only disrupt one of the live currents, in a ship scenario, the second current continues to run. This can create an imbalance of voltage between various power conductors supplying power throughout the ship, which can cause overheating and eventually fires.
22.5w shared between all 4 USB ports.
For another two bucks, you can get one with 8 outlets, 4 USB, and surge protection. https://a.co/d/gppMHcX

Thank you very much. I just ordered 1. Was looking for an extension with the USB outlet without surge protection because I am going on a cruise soon. $10 is a really good price for 5 ft extension.

Wow. Why would they make a rule like that? Doesn't make sense to me.

Have this for the bedroom (running fan and desk light, I'm okay if either gets fried but I've not had a surge in the nine years I've lived here) the USBC ports go up to 15W which is fine for my pixel 7 charging while I'm reading in bed and the USBA ports have no problem charging my Kindle overnight or while reading if I'm not also charging the pixel

Maybe do some research for why there is no surge protection...
With new regulations, you can't take regular surge protected strips on cruise ships.
