Jedec might only be 2666 CL20 @ 1.2v.
The computer without overclocking will only boot at jedec. Then you have to go into bios and enable the xmp profile to make it run at its rated speed of 3600.
Would like to add two more but the above are no longer available. What is the right solution? Can I add (32GB x 2) 3600/3200 or stay with (8GBx2) 3600/3200?

1) If your system can support and boot and use DDR4 at 3200 or 3600, it's probably better to run it at the higher speed. DDR4 and 3000CL15, 3200CL16 and 3600CL18 is roughly equivalent.
2) Many systems will work only to the lowest speed of 2 sets of RAM, so you will run your 16gb@3000CL15 and 64GB@3000CL15. You may be able to overclock your RAM, but I highly doubt that you'll get your 16GB to 3600CL18
3) My suggestion is to run only the 64GB at 3600CL18 if your system supports it and just keep the 16GB for another project or to sell. Market value is probably 30-40 dollars. Reason being. Mixing the RAM just adds complication (because you have mixed speeds and timing, may prevent you from booting), and almost nobody really needs more 64GB of RAM at the moment. If you do, then you're likely a professional with a use case that an extra 16GB won't matter too much.
Ryzen systems are pickier with RAM, but also benefit from fast RAM a lot more. Intel systems can use faster RAM 3600 > 3200 > 3000, but don't benefit as much.
Not to mention the cost per gig for this DDR4 3600 kit is also attractive
