There are reasons not to buy this monitor, but the VA panel is not a strong one. VA is not like TN panels, it's not definitively inferior to IPS panels. VA panels have noticeably better black levels, at the cost of viewing angles at the edges. In practice if your monitor is at your desk, you're almost always going to be looking at it directly from center so the superior black levels are preferable.

It depends on the use case of the monitor. VA has better black levels, but also much more smearing, lower color accuracy, and lower response time. You wouldn't want a VA panel if you needed accurate colors (like photo/video editing), or played fast-paced competitive games. For browsing the web, reading spreadsheets, playing slow-paced single player games, or watching movies VA is fine. IPS panels are also quite a bit more expensive to manufacture than VA panels, so the monitors are more expensive. I agree they're a better option for someone that doesn't need the benefits of an IPS panel and has a limited budget.
