they pushed a firmware update that messed up printing in color. everyone who have hp inkjet 3830 is screwed. but yes the lifetime sub is amazing. just keep the CC up to date

I have this exact printer. It ONLY PRINTS. No scanning, copy or fax at all. Just a heads up. It does really well at printing but banding is present in darker printing. Cleaning the print head did not fix that for me. This CANNOT handle photo paper and it's not obvious until open the box and setup the printer. As far as documents and envelopes, it handles extremely well. Oh, and there's a "maintenance" tank that is replaceable but expensive FYI. I paid $399 for this last year. This deal is a good one if you know what you are getting.

Can you explain a bit more why you think it can't handle photo paper?
As with all ink jets, my constant worry is if they're not used enough, they tend to clog. Any experience?

Yes, ink is better. Both can print photos, but if you want your photos to look like photos from a lab, use ink. I currently use canon but Epson has also good printers. make sure you use quality photo paper.
I would also like to know which are the best for photos that's in this price range

no. they are tied to the account. unless someone gives you their email and password along with the printer then you wont get it. someone have to go the extra mile to change their email, password, billing address, etc..

I don't remember exactly, but I believe the setup paperwork / manual may have told me something about how this printer can't handle that media.
Also, the few times I did try photo paper, the colors were muted and lots of banding in the prints. It also cannot handle borderless printing. It's also a business focused printer.
Edit: Also forgot to add that I have not had issues with clogging and went almost three weeks with no printing. However, banding is highly evident in darker colors / prints.
PIXMA G6020 is on sale for $209 on amazon, which is also $100 off msrp.
G6020 has scanner and copier function, which I think is a great deal and worth of the extra $$$.
