There are also occasionally credit card offers for Lenovo, though I don't know if any are running right now. It should be possible to get this card for substantially below $500. I personally managed to get this exact model of 4070 from Lenovo down to ~$445 before tax over half a year ago.
It's worth noting the msi ventus 4070 (at least the initial production runs, I have no clue if msi eventually decided to add thermal pads) is known to have a couple of uncooled vrms which can reach temperatures of up to 95C under full load. This is within spec and should not cause any issues, though theoretically longevity could be affected. A variety of reviews indicate the msi ventus 4070 performs in line with other 4070 models. The 4070 also greatly benefits from undervolting, so realistically you shouldn't be running this card at 200w to begin with. That being said, I can understand some people being leery of those vrm temps, so I wanted to make sure it was mentioned. After purchasing this exact model there have been no issues with it whatsoever in over half a year of use, but obviously that's just the card I got so ymmv.
The 4070 super is around 15% faster on average compared to the 4070 and goes on sale for ~$580, so paying $526.49 for a 4070 isn't very compelling. However, depending on the additional discounts you stack, you can get this 4070 from lenovo for substantially cheaper and it becomes a very good deal.

If you can discount it down to $450 like the OP its a good deal. Not smoking but good. Truth is this is the new 3060, don't be fooled by Nvidias naming scheme

12GB is the minimum for 1080p nowadays. 4070 is still about $150-200 overpriced for what it is. 7800 XT 16GB for $480 is faster and will age better.

IMO anything over $500 should at least be able to guarantee 1440p in 2024 but to each their own. I like to think next-gen cards will solve the major issues with the 40 series.

The ram issue is overblown because in order for it to matter, the settings required for the card to be over its ram limit would have to otherwise be playable if it DID have the amount of ram, and that is almost never the case.
